Chairman of Hung Duy Group and Tay Ninh Tapioca Starch Producers Association Attend Meeting on MoU Implementation Progress with the Cambodia Cassava Federation

On April 23, 2026, the Embassy of Cambodia in Vietnam, in coordination with the Tay Ninh Tapioca Starch Producers Association, convened a working meeting at the Ministry of Industry and Trade office in Phnom Penh, Kingdom of Cambodia, to review the implementation progress of the Memorandum of Understanding (MoU) between the Tay Ninh Tapioca Starch Producers Association and the Cambodia Cassava Federation.

The delegation was led by Mr. Le Huu Hung – Chairman of Hung Duy Group, Vice President in charge of the Southern region of the Vietnam Cassava Association, and Chairman of the Tay Ninh Tapioca Starch Producers Association. During the meeting, he shared key updates on implementation outcomes and outlined directions for the next phase, reaffirming the Association’s effective role as a bridge in fostering cooperation among enterprises and advancing the cassava value chain between Tay Ninh Province and Cambodia.

Discussions focused on three key priorities: optimizing costs, improving transport infrastructure, and ensuring price stability as a foundation for sustainable development. The Cambodian side acknowledged the Association’s proactive efforts in raising fresh cassava root procurement prices, contributing to improved farmer incomes. Enhanced border handling efficiency, timely policy recommendations, and the resolution of regulatory bottlenecks including issues related to Decree 46 and cross-border trade procedures were also highlighted as evidence of effective coordination and growing mutual trust. As of now, approximately 5 million tons have been delivered within six months since the MoU signing on October 23, 2025, with around 4 million tons remaining under the first-year target.

Looking ahead, both sides will continue to advance key initiatives, including maintaining stable procurement prices ranging from 500 to 650 riel, piloting new cassava varieties, and increasing output and productivity across raw material areas. Hung Duy Group will also proceed with plans to establish a reception office in Phnom Penh to support Cambodian patients seeking medical services at Hong Hung General Hospital in Tay Ninh, further enhancing cross-border cooperation and access to quality healthcare.
